no signage or amenities to indicate it is a KC Parks property. Access to

the site is discouraged by multiple gates and barriers. There are several

inside the park and along the road. Despite being in an area with limited
parks, this space is not accessible in any manner, is not attractive, feels

garbage. Opportunities for improvement include:
