The Garden Center in Loose Park was dedicated in August 1958. The two-level building is U-shaped in design, with an iron grill entrance, located to the east of the Laura Conyers Smith Rose Garden. Volunteers with the Kansas City Rose Society routinely help maintain the surrounding landscaping.  A Japanese Garden on the east side of the building was added in 2006.
