Mission
The mission of the Park Planning and Design Services Division is to provide responsive, professional planning, design, construction, conservation and renovation services. These efforts create active and passive recreational and educational opportunities in an aesthetically pleasing environment.
Work
Park Planning and Design Services Division personnel work as a team to provide master plans or construction development plans and specifications for property under the control of the Board of Parks and Recreation commissioners. Typical work includes planning for parks, playgrounds, plazas, boulevards, lakes, trails and consultation services to other City departments.
The division also generates conceptual plans for the extension of the boulevard and parkway system and is responsible for the preservation, restoration and additions to the City’s outdoor monuments and fountains.

- Excavation Permits – The minimum application fee for all applications up to 100 lineal feet shall be $167 per 100 linear feet, and for each additional 100 lineal feet of excavation or portion thereof an additional $167 shall be charged. (Refer to Code of Ordinances Sec. 64-118)
- Excavation for Utility Construction by City in Parks and/or Parks jurisdictional streets
- Excavation for Utility Construction by Other Gov. Agency in Parks and/or Parks jurisdictional streets
- Excavation for Utility Construction by Utility in Parks and/or Parks jurisdictional streets
- Infrastructure Permits – The applicant shall pay a basic plan fee in an amount equal to 8.4% of construction total estimated value of infrastructure construction cost. (Refer to Code of Ordinances Sec. 64-4 (d)(3))
- Public Infrastructure Permit by City in Parks and/or Parks jurisdictional streets
- Public Infrastructure Permit by Other Gov. Agency in Parks and/or Parks jurisdictional streets
- Public Infrastructure Permit by Private Sector in Parks and/or Parks jurisdictional streets
- Public Infrastructure Permit by Utility in Parks and/or Parks jurisdictional streets
- Construction Staging and Restoration – for City Activities in Parks and/or Parks jurisdictional streets – $1 per square foot of impacted area

The Licensee is required to pay related annual fees. Fees are calculated based upon the area of projection into the Parks and/or Parks Jurisdictional Roadways.

Development Review Committee:
The purpose of the Development Review Committee (DRC) meeting is to give applicants the opportunity to present their preliminary plans for projects, banners, events, etc., to Department staff for review, comment, and direction before proceeding to a formal permitting process. The DRC reviews projects that directly impact Parks or Park’s jurisdictional right-of-way in order to preserve their intended purpose. For more information, visit Development Review Committee.
