Pillar 1: social equity
To improve equitable access through parks and recreation planning programming and maintenance
Objective 1.1: Invest in the parks and facilities in Environmental Protection Agency (EPA) Environmental
Justice Tracts as well as the Quality of Life Improvement District (QLID) with asset inventory scores below 65
Objective 1.2: Provide equitable and affordable programming focusing on building more recreation
partnerships in EPA Environmental Justice Tracts in the specific focus areas of youth soccer, all ages swimming
lessons and swimming, and senior programming including walking
Objective 1.3: Begin more comprehensive tracking of programs that are taking place by location and adjust
programming to fill gaps
Pillar 2: Health & Wellness
To improve health and wellness through parks and recreation planning, programming, and maintenance
Objective 2.1: Improve and maintain parks and facilities to support and improve health and wellness
Objective 2.2: Respond to strong desires for multi-use trails expressed by residents during the public
involvement process and enhance accessibility
Objective 2.3: Actively focus on access to health and wellness programming in the seasonal and annual
programming, with an emphasis on community centers to maximize efficiencies
Pillar 3: Conservation
To protect green space, connect people to nature, and engage residents in conservation practices.
Objective 3.1: Engage residents in conservation practices and activities that connect people to nature
Objective 3.2: Maintain existing parks and natural areas to maximize public benefits and reduce or eliminate
negative environmental impacts
Objective 3.3: Maintain and grow the city’s tree canopy and natural areas through sound management
practices and implementation of the City’s Administrative Regulation 5-7
Pillar 4: Organizational Stability
Ensuring the benefits of Parks and Recreation and its services are available to our community in perpetuity.
Objective 4.1: Recruit and retain qualified employees.
Objective 4.2: Focus on maximizing existing funding and capture of Parks & Recreation funding appropriated
to items not associated with Parks & Recreation
Objective 4.3: Strategically reduce administrative and staff load for tasks that are more efficient for
other departments or organizations to manage such as road and sidewalk repair or construction, solid waste
management, and services for the unhoused population
Objective 4.4: Improve the financial performance of parks facilities to increase cost recovery and reduce
operational subsidies
Objective 4.5: Prepare a staff and community awareness and education plan for each pillar of the strategic
action plan.
